መሳቂያ፣ የምትተዳደረው በህገ አራዊት መሆኑን
የሚያረጋግጥ መሆኑንና የህወሃትን የወሮበላነት ባህሪ
እርቃን ያወጣ ነው ተባለ። ለጉዳዩ ቅርበት ያላቸው
እንደሚሉት ከውጭ ምንዛሬ ገበያ ጋር በተያያዘ ተጨማሪ
ምርመራ ሊካሄድ የሚችልባቸው በርካታ አግባቦች
እንደሚኖሩ ነው።
ራሱን “የትግራይ ሕዝብ ነጻ አውጪ” የሚለው አገዛዝ
ከቦንድ ሽያጭ ጋር በተያያዘ ሰሞኑንን ይፋ የሆነበት ዜና “ነጻ አውጪው ሃይል” አሁንም ከጫካ
አስተሳሰብ አለመላቀቁን የሚያመለክት እንደሆነ ተጠቆመ። በፍርድቤት ተከስሶ እና ጉሮሮውን
ታንቆ ከውርደት ጋር በርካታ የገንዘብ ክፍያ ውስጥ ከመግባቱ በፊት “ጥፋተኛ ነኝ፤ ፍርድቤት
አትውሰዱኝ፤ ያላችሁኝን አደርጋለሁ” በማለት ተስማምቶ ራሱን ለክፍያ አዘጋጅቷል፡፡
በእንግሊዝኛው ምህጻረ ቃል (SEC) Securities and
Exchange Commission (የዋስትናዎችና ልውውጥ
ኮሚሲዮን) ተብሎ የሚጠራው የአሜሪካ ፌዴራል
መንግሥት መሥሪያቤት ከተቋቋም 80ዓመታት ያለፉት
ሲሆን ሶስቱ መሠረታዊ ተልዕኮዎቹ ባለሃብቶችን መከላከል፤
የፋይናንስ ገበያው በሥርዓት፣ በብቃትና በእኩልነት
እንዲካሄድ ማድረግና የካፒታል ምስረታን ማበረታታት
ናቸው፡፡
ኮሚሽኑ ሰኔ 1፤2008ዓም (June 8, 2016) ባወጣው አስቸኳይ መግለጫ ላይ የኢትዮጵያ መንግሥት
በማለት የጠራው ህወሃት/ኢህአዴግ የሚቆጣጠረው የኢትዮጵያ ኤሌክትሪክ ኃይል (በቀድሞ ስሙ
የኤሌክትሪክ ኃይል ኮርፖሬሽን) በአሜሪካ ውስጥ ያልተመዘገቡ ቦንዶችን በመሸጥ ለፈጸመው
ወንጀል 6.5 ሚሊዮን ዶላር (በግምት 150ሚሊዮን ብር) ለመክፈል መስማማቱን ገልጾዋል፡፡
በተለምዶ “የአባይ ቦንድ” ተብሎ የሚጠራውን አሜሪካ ውስጥ ለሚገኙ ኢትዮጵያውያን ያለ
አሜሪካ መንግሥትና ያለ ኮሚሽኑ ፍቃድ መሸጡ በማስረጃ ሲረጋገጥ ጉዳዩ ወደ ፍርድ ቤት
ከማምራቱ በፊት ህወሃት 6.5 ሚሊዮን ዶላር ለኮሚሽኑ ለመክፈል መስማማቱን ለማወቅ
ተችሏል፡፡ አንዳንድ ወገኖች ጉዳዩ ወደ ፍርድ ቤት ቢመራ ኖሮ ከሚያስከትለው ከፍተኛ
የፖለቲካ ኪሣራ በተጨማሪ የቅጣቱ መጠን ከዚህ በእጅጉ እንደሚልቅ ያስረዳሉ፡፡ ሁኔታው
ያላማረው ህወሃት ከጠበቆች በተሰጠው ሙያዊ አስተያየት በመነሳት ጥፋቱን አምኖ ክሱን
በስምምነት ለመዝጋት መወሰኑን ስለ ጉዳዩ በቅርበት የሚያውቁ ለጎልጉል በሰጡት አስተያየት
ጠቁመዋል፡፡
ጉዳዩ በሕግ የሚታይ በመሆኑ ኮሚሽኑ ይፋ ያደረገው የክስ ማመልከቻ ላይ በግልጽ
እንዳመለከተው ኮርፖሬሽኑ እኤአ ከ2011 እስከ 2014 ድረስ ያለ አንዳች ፈቃድ በአሜሪካ በተለያዩ
ዋና ዋና ከተሞች ሕገወጥ ቦንድ ሲሸጥ ቆይቷል፡፡ ይህንንም ለማድረግ ዋሽንግተን ዲሲ
በሚገኘው “ኤምባሲ” (የኢህአዴግ ጽ/ቤት) ድረገጽ፤ እንዲሁም የተለያዩ የሬዲዮና የቲቪ
ማስታወቂያዎችን መጠቀሙን ገልጾዋል፡፡ (ኮሚሽኑ ያወጣው ባለሰባት ገጽ የክስ መረጃ እዚህ ላይ
ይገኛል፡፡)
ከሚያዚያ 2011 ጀምሮ በተለያዩ የአሜሪካ ከተሞች በተሸጠው የአባይ ቦንድ አማካኝነት
የተሰበሰበው የገንዘብ መጠን ለምሳሌ ያህል ከዚህ የሚከተለው እንደነበር የክሱ ማመልከቻ
በግልጽ ያስረዳል፡፡ (የገንዘብ መጠኑ በአሜሪካ ዶላር ነው)
ሃይለማርያም ደሳለኝ በዋሽንግተን ዲሲ ለአባይ ግድብ ቦንድ ተሸጦ የተሰበሰበውንና በመጪዎቹ

በሕዝባዊ አዳራሾች የተሰበሰበውን ለማሳየት የቀረበ ነው፡፡ በአሜሪካ የሚኖሩ ኢትዮጵያውያንን
ትኩረት ያደረገው ሽያጭ በሬዲዮና በቲቪ እንዲሁም በኤምባሲውና በሌሎች መንገዶች
መቅረቡን የክሱ ማስረጃ ያመለክታል፡፡
ቦንዱ የሚወልድበት ዓመት ከደረሰ በኋላ በየስድስት ወሩ ወለድ የሚከፈል መሆኑን ገዢዎች
ለኢትዮጵያ ንግድ ባንክ በሚያስገቡት የማስታወቂያ መመሪያ ላይ የተመለከተ ሲሆን ክፍያው
በቀጥታ ወደ ባንክ ሒሳባቸው ወይም ባንክ ቤቱ ድረስ በመቅረብ መቀበል ከሚለው አንዱን
በመምረጥ ከ3,100 (ሶስት ሺህ አንድ መቶ) በላይ የሚሆኑ በአሜሪካ የሚኖሩ ትውልደ
ኢትዮጵያውያን ከ$5 እስከ $10,000 (ከአምስት እስከ አስር ሺህ ዶላር) ዋጋ ያለውን ቦንድ
መግዛታቸውን የኮሚሽኑ የክስ መረጃ ያመለክታል፡፡ ከዚሁ ጋር አያይዞ እነዚሁ ገዢዎች
ያወጡት አጠቃላይ ገንዘብ $5,800,000.00 (አምስት ሚሊዮን ስምንት መቶ ሺህ ዶላር) እንደሆነና
ከገዢዎቹ መካከል 64 በመቶው የአሜሪካ ዜግነት ያላቸው ኢትዮጵያውያን መሆናቸውን ያስረዳል።
አገር በዘፈቀደ የሚመራው ህወሃት/ኢህአዴግ ይህንን ሕገወጥ ቦንድ ሉዓላዊነቷ በተከበረ አገር ላይ
ሲሸጥ በአገር ውስጥ እንደሚያደርገው በአሜሪካም ማንአለብኝነቱን ለማሳየት መሞከሩ ድንበር
ዘለል ሕገወጥነቱን እና ወራዳነቱን ያመለክታል የሚሉ ወገኖች ይህ እንደ አገር “አሳፋሪ” ነው
ይላሉ፡፡ ቢያንስ “የተማሩ” የሚላቸው “ሚኒስትሮቹና ዴኤታዎቹ” እንዲሁም ከአምባሳደሩ
ጀምሮ በተዋረድ ያሉ የኤምባሲው ሹማምንት ይህንን አስቀድመው ለማስቆም ወይም ህጋዊ
እንዲሆን ለማድረግ አለመቻላቸው “የዲግሪ ወፍጮቤት ምሩቃን” መሆናቸውን በገሃድ
የሚመሰክር፤ ህወሃት/ኢህአዴግም እስካሁን በሕገ አራዊት የሚመራ ዋልጌ መሆኑን ያለተጨማሪ
ማስረጃ ገሃድ ያወጣ ተግባር ነው በማለት እነዚሁ ወገኖች ምሬታቸውን ይናገራሉ፡፡
ኮሚሽኑ ባቀረበው ማመልከቻና ህወሃት በፍርድ ቤት ከመከሰሱ በፊት በተስማማው መሠረት የክሱ
ትዕዛዝ ከወጣበት ሰኔ 1፤2008ዓም (June 8, 2016) ጀምሮ ባሉት 30 ቀናት ውስጥ “የበላውኸውን
ትፋ” ተብሏል፡፡ በዚህም መሠረት ህወሃት/ኢህአዴግ $6,448,854.87 (በዶላር ስድስት ሚሊዮን
አራት መቶ አርባ አራት ሺህ ስምንት መቶ አምሳ አራት ከሰማኒያ ሰባት ሳንቲም) አንዳች
ሳይቀንስ በኮሚሽኑ የባንክ ሂሳብ ውስጥ ገቢ እንዲያደርግ ታዝዟል፡፡ ይህ ሳይሆን ቀርቶ ህወሃት
ከቀነ ገደቡ ቢያልፍ በኮሚሽኑ ሕገ ደንብ መሠረት ከነወለዱ እንዲከፍል የሚገደድ መሆኑን የክሱ
ማስረጃ ጨምሮ ያብራራል፡፡ ይህ ከተጠናቀቀ በኋላ በሚቀርበው ማስረጃ መሠረት ቦንዱን የገዙ
ግለሰቦች ገንዘባቸው (ተገቢም ከሆነ ከነወለዱ) እንዲመለስ የሚደረግበት ሂደት
እንደሚቀጥል መረጃው ጨምሮ ያስረዳል፡፡ የሁኔታውን ግዝፈትና የሚያደርሰውን ኪሣራ ጫና
የተመለከቱ ወገኖች “ህወሃት ሰኔና ሰኞ ሳያስበው ገጥመውበታል” ሲሉ ተደምጠዋል፡፡
ውሳኔውን ያስቆጨው አይጋፎረም “ጽንፈኛው ዳያስፖራ (በዚህ ክስ) ያሸነፈ ሊመስለው ይችል
ይሆናል፤ ነገርግን ያሸነፈችው ኢትዮጵያ ነች” በማለት ድንቁርና በለገሰው ድፍረት የህወሃትን
መንበርከክ እንደ ሽንፈትን አልቀበልም ብሏል፡፡ ከዚህም አልፎ በዚሁ ድንቁርና በመነዳት
“አሁን በሕጋዊ መልኩ ኢትዮጵያ በሚሊዮን የሚቆጠር ዶላር ትሰበስባለች” በማለት ፍቅረ
ህወሃት ህልሙን በኢትዮጵያ ስም በማስታወቅ ሰዎችን እንደገና ወደገደል የሚመራ ዕቅዱን ይፋ
አድርጓል፡፡ አገሪቱ በከፍተኛ የውጭ ምንዛሪ ቀውስ ውስጥ ባለችበትና የዱቤ ደብዳቤ (ኤል.ሲ.)
ለመፍቀድ እጅግ በርካታ ወራትን ማስቆጠሩ ነጋዴውን ፍጹም እያስመረረና እያከሰረ ባለበት
ሁኔታ ህወሃት ሰብስቦ የበላውን እንዲተፋ መገደዱ የሚያስከትለው የፋይናንስና የገንዘብ ኪሣራ
አፍቃሪ ህወሃቶችን እምብዛም ያስጨነቀ አይመስልም፡፡ የጉዳቱን መጠን የሚያውቁት ግን የጠገገ
ቁስሉን እንደገና ሲያደሙበት የጣዕር ሲቃ እንደሚያሰማ ስስ ብልታቸው ላይ መመታታቸውን
የተረዱ ጩኸታቸው ከሩቅ ይሰማል፡፡
የዛሬ አምስት ዓመት የቦንዱ ሽያጭ ይፋ በሆነ ጊዜ
በወቅቱ የንግድ ባንክ ማመልከቻዎችንና የቦንድ ግዢ
መመሪያዎችን አባሪ በማድረግ በጉዳዩ ላይ ባለሙያ ለሆነ ጠበቃ
የማስተላለፍ ሥራቸውን የሰሩ ይህ ዓይነቱ ጉዳይ ተጠናክሮ
መቀጠል ቢችል ህወሃትን ያለብዙ ችግር ማንበርከክ የሚቻል
እንደሆነ አስረግጠው ይናገራሉ፡፡ ቀላሉ መንገድ የዶላሩን
መስመር መከተል ብቻ ነው፤ እዚያ መስመር ላይ ህወሃትን
ማግኘት ብዙም አይከብድም በማለት ሰሚ ባያገኙም አሁንም
ይመክራሉ፡፡ ክቡር ከሆነው የሰው ህይወት ይልቅ ገንዘብ
አምላኩ የሆነው ህወሃት የአገርን ክብር ያዋረደውና ዜጎችን
በእብሪት እየረገጠ ያለው በገንዘብ ኃይል ነው፡፡ በገንዘብ መከታ
ዜጎችን ድሃ ያደርጋል፤ ተቃዋሚዎቹን ሁሉ ያፈርሳል፤ ታማኝ
ተቃዋሚ ይመሠርታል፤ ያደኸየውን “ያጠግብና” ተገዢ
ያደርጋል፤ ሕገወጥ ዳኞችን ይሾማል፤ ሕግ ያወጣል፤ ሕግን
በፍትህ ስም ያረክሳል፤ ፍትህንም በሕግ አንቀጽ ያዋርዳል፤
እስከ ዓለምአቀፍ ቦታዎች ድረስ በገንዘብ ኃይል አሽቃባጮቹንና
ተላላኪዎቹን ያስሾማል፤ …፡፡ ህወሃት ለጌቶቹ በገንዘብ የተገዛና አንዳች ክብር የሌለው ወራዳ
ስለሆነ የገንዘብን ጥቅም ከማንም በላይ ያውቀዋል፡፡ ይህንን በውል የሚረዱ ወገኖች ደግሞ
የህወሃትን የገንዘብ ምንጭ በተቻለው ሁሉ ለማድረቅ ሙከራው ቢቀጥል በገንዘብ ከገዛቸው ተራ
ካድሬዎች ጀምሮ እርስበርስ መበላላት መጀመራቸው አይቀሬ ይሆናል ይላሉ፡፡
ከዝግጅት ክፍሉ፤ አገራችን እንደ ህወሃት/ኢህአዴግ ዓይነት በወንበዴ አስተሳሰብ የሚመራ ቡድን
የምትገዛ ባትሆን ኖሮ ይህ ዜና ለፍጆታ መቅረብ የሚያስፈልገው አልነበረም፡፡ ይልቁንም እንደ
አገርና እንደ ዜጋ ይህ የሁላችንም ገመና በመሆኑ ሁላችንንም የሚያሳፍር መሆን ይገባው ነበር፡፡
ከታላቅ አገራዊ ቁጭትና ጥልቅ ሃዘን ጋር ይህንን ዜና ለፍጆታ ማቅረባችንን አንባቢዎቻችን
እንዲረዱልን እንፈልጋልን፡፡

The U.N. Human Rights Council, which is holding a three-week session in Geneva, is expected to consider a resolution to recommend future action on Eritrea. "The gathering of information from 'witnesses' organised by Ethiopia allows the latter to advance its propaganda against a country that it aims to destabilise," Eritrean Foreign Minister Osman Saleh told the 47-member state forum. The two Horn of Africa nations were involved in a war in 1998-2000 that killed 70,000 people. They routinely accuse each other trying to destabilise and topple the other's government. The minister called Ethiopia "an African face for other countries with a regime change agenda" and said it had initiated an unprovoked military attack against Eritrea on Sunday. "The armed attack two days ago is timed with the release of the report, supposedly for maximum impact on the territorial integrity and sovereignty of Eritrea." Echoing comments earlier by an Ethiopian government spokesman, Ethiopian Ambassador Negash Kebret Botora told the Geneva forum Eritrea had launched the unprovoked attack, shelling the population around the border area. "The regime always chooses when to divert the attention of the international community from its repugnant human rights record," he said. Osman said Eritrea was focussing on human rights, including cooperating with the U.N. human rights office to strengthen its justice system, seeking U.N. help on its penitentiary system, and freeing Djiboutian prisoners of war. Statement of the Oromo Liberation Front
The bitter struggle the Oromo people are waging to protect their rights and to maintain their very existence as a nation and the sacrifices they are paying to defend the declaration war and an act of terrorism currently perpetrated on them by the TPLF-led Ethiopian regime is extremely heavy.
As the regime displays its utmost contempt to the Oromo people and intensifies the war of aggression to exterminate the Oromo race, the determination of the Oromo people is getting more and more strengthened and they are intensifying their peaceful protest by the day.
The TPLF/EPRDF (aka Woyane) minority regime in Ethiopia, instead of giving the appropriate response to the legitimate questions of the Oromo people presented through peaceful means, is attempting to put down the ongoing protests through force of arms by deploying the regular army which is supposed to be used to defend the country from an external aggression and is shamelessly engaged in terrorizing the unarmed civilian population.
It is vividly seen that the oppressed people are not fearful of the force of arms and are not flinching from protesting. They have continued their opposition through various means of non-violent struggle.
In unexpected turn of events, the over-flooded non-violent protest in Oromia has shocked the repressive Woyane regime forcing it to decide to stop the movement by committing heinous atrocities and merciless killings, massive imprisonments, severe beatings and torture as usual.
In doing so, the regime has proved itself to be the category of states committing state-terrorism by spilling the blood of peaceful and innocent civilian population.
The open declaration of war of December 15, 2015 in which it labelled the protesting Oromo school children as “terrorists” and ordered its forces to take “merciless action” against them and its immediate action to put the declaration into practice has proved that the regime is no different from the well-known terrorist groups of the globe.
Just like terrorist groups that terrorize peaceful citizens to support them and to fulfill their wishes and interests and behead those who refuse their demand, the TPLF-Woyane regime is forcing innocent and peaceful Oromo citizens to fulfill its interest by killing them with military force for no reason other than asking their legitimate rights.
Just as terrorist groups divide the population through religious lines, prevent people from freely practicing their own religion and mercilessly behead those who are not willing to follow their religion, the Woyane regime is also openly engaged into discriminating and targeting the Oromo people from the rest of the citizens of the country and killing, arresting, and harassing only because of their nationality. Just as terrorists mercilessly massacre unarmed civilians, the TPLF-Woyane regime is killing school children in front of their parents and parents in front of their children.
The current killing of a mother for attempting to save her son and also wounded her son after killing the mother on the spot in Chanka, Kelem Wollega zone is a case in point. Just as terrorists do not have any respect for the dignity of human being and impose their wishes through brutal killings, the minority TPLF-Woyane regime is showing its savage character by killing and hiding the bodies of those that are killed, deny burial in several cases.
At this point, it is confirmed that the TPLF-Woyane regime has killed at least 85 Oromo nationals. Thousands have been injured and disabled by bullets and beating. Tens of thousands are rounded up and undergoing severe torture. The killings, arrests, beatings, and severe torture are continuing with intensity as we write.
Unsatisfied by all these atrocities, the TPLF Woyane minority regime has intensified its act of terrorism by eliminating the most conscious and educated elites of the Oromo society and has continued arresting leaders of the opposition Oromo Federalist Congress (OFC) political party, the university lecturer Mr. Bekele Gerba, the lawyer Mr. Dejene Tafa, and several leaders of various levels of the party.
The Oromo Liberation Front (OLF) strongly condemns the unlawful beatings, mass arrests, torture and killings perpetrated on the Oromo people by this terrorist TPLF-Woyane regime.
We demand that an independent investigative body identify those who are killed, those who participated on the killings and those who gave the orders of the killings and other atrocities.
The OLF once again appeals to the international community and human rights organizations to bring to justice the perpetrators of the gross human rights of violations on the Oromo nationals in particular and other citizens of the country in general.

Just as terrorists mercilessly massacre unarmed civilians, the TPLF-Woyane regime is killing school children in front of their parents and parents in front of their children.
The current killing of a mother for attempting to save her son and also wounded her son after killing the mother on the spot in Chanka, Kelem Wollega zone is a case in point. Just as terrorists do not have any respect for the dignity of human being and impose their wishes through brutal killings, the minority TPLF-Woyane regime is showing its savage character by killing and hiding the bodies of those that are killed, deny burial in several cases.
At this point, it is confirmed that the TPLF-Woyane regime has killed at least 85 Oromo nationals. Thousands have been injured and disabled by bullets and beating. Tens of thousands are rounded up and undergoing severe torture. The killings, arrests, beatings, and severe torture are continuing with intensity as we write.
Unsatisfied by all these atrocities, the TPLF Woyane minority regime has intensified its act of terrorism by eliminating the most conscious and educated elites of the Oromo society and has continued arresting leaders of the opposition Oromo Federalist Congress (OFC) political party, the university lecturer Mr. Bekele Gerba, the lawyer Mr. Dejene Tafa, and several leaders of various levels of the party.
The Oromo Liberation Front (OLF) strongly condemns the unlawful beatings, mass arrests, torture and killings perpetrated on the Oromo people by this terrorist TPLF-Woyane regime.
We demand that an independent investigative body identify those who are killed, those who participated on the killings and those who gave the orders of the killings and other atrocities.
The OLF once again appeals to the international community and human rights organizations to bring to justice the perpetrators of the gross human rights of violations on the Oromo nationals in particular and other citizens of the country in general.

On 21st of January all party Groups of European Parliament debated and passed a resolution on the current political situation in Oromia, Ethiopia. Since mid-November 2015 another round of enormous wave of mass protests that started over respect for the right of Oromo People in general and against the expansion of the capital Finfinnee (Addis Ababa) that triggered more to be demanded on the basic fundamental and democratic rights that have been supressed for the last century and half. Instead of looking for the solution the Tigrean People’s Liberation Front (TPLF/EPRDF) led Ethiopian government declared war on the Oromo people and deployed its terrorizing special force (Agazi), the military and the federal police against peaceful Oromo demonstrators and the public at large. In doing so, it put Oromia under martial law tantamount to declaration of a state of emergency. The deployed forces have wantonly killed more than 180 people and wounded hundreds and detained thousands of Oromo farmers, students, teachers, merchants and government employees, including the medical staff trying to treat the overwhelming numbers of the brutalized mass.
Today Oromo nationals from all walks of life – farmers, students, teachers, business persons, entrepreneurs, government employees, engineers, medical doctors, youths, elderly, men, women, children etc. all over Oromia are indiscriminately subjected to brutal tortures, ill treatments and very harsh prison situations by the TPLF/EPRDF government of Ethiopia. Despite all these, the protest and popular defiance is still on-going demanding the fundamental Oromo right to self-determination to be respected and its occupation force to leave Oromia.
Oromo Liberation Front appreciates that the EU parliamentarian for its resolution condemning the TPLF government’s use of violence by the security forces and the increased number of cases of human rights violations in Ethiopia. It also called for a credible, transparent and independent investigation into the killings. However those voices cannot be encapsulated in a single resolution until it results to a meaningful policy change on aid and diplomacy of European Union and its member states to Ethiopia.
The EU has called on the government to stop the harassment of the people, opposition and civil society organizations, and to carry out a permanent and inclusive dialogue with the opposition to implement democratic provisions in practice. Here we note that there is still a missing voice what the protestors are demanding the regime to hand over the state power to peoples in Ethiopia and for a mechanism that ends century old brutal system. The majority of Ethiopian peoples and the Oromo in particular have been living in fear under a very harsh suppression with little hope of freedom and stable life in the near future. For most peoples in Ethiopia, the country has literally been turned into unofficial and open prison. People from all walks of life, age group and gender have been victimized. Although the victims have been multiple and various, the pretext in all cases has been one and the same – to be suspected of being either a member or a supporter of liberation organisations, opposition political parties and simply for not supporting its policies. Consequently change of the government and working for transitional order that respects the right of peoples and democratic rights is not a choice but indispensable.
OLF calls for EU and its member states with other democratic governments to play important role at the national, regional and international levels, in the promotion and protection of human rights by assisting the demand of the Oromo People and other peoples in Ethiopia for fundamental change.
The OLF also reminds the Oromo to step up their struggle for end to century old oppressive system and also call other peoples too to join the Oromo protest for fundamental change.
